A reminder as we begin the legislative session that our Week Ahead blog post and email are what we consider the policy highlights for the coming week. The list of events is not comprehensive. Advocates should still pay attention to the committees and bills affecting them.
Monday, January 14th
- Task Force to Study Maryland Insurance of Last-Resort Programs meets to discuss proposed operational changes at the Maryland Automobile Insurance Fund. 3pm in room 231, House Office Building, Annapolis.
- House Appropriations Committee receives briefings at 1pm on the I-95 Travel Plaza, Public-Private Partnerships, and the Transportation Trust Fund revenue and expenditure outlook. At 3pm the committee is briefed on K-12 education.
- House Economic Matters Committee is briefed on sunset review evaluation of the Division of Labor and Industry and the associated boards and councils, and on workplace fraud. 10:30am or immediately following session.
- House Environmental Matters Committee receives presentations on speed cameras and Motor Vehicle Administration driving statistics. 1pm.
- House Judiciary Committee is briefed by the Access to Justice Commission. 1pm.
- House Ways and Means Committee is briefed on property tax by the Department of Assessments and Taxation. 1pm.
- Senate Budget and Taxation Committee receives a presentation by Mark Zandi, Chief Economist, Moody's Analytics. 1pm.
- Senate Education, Health and Environmental Affairs Committee holds a series of hearings including a Bay Restoration Fund update at 1pm, a Maryland Children's Environmental Health progress report at 1:30pm, and on various bill hearings at 2pm, including: Senate Bill (SB) 53, eliminating the Board of Review of the Maryland Department of Agriculture; SB 60, authorizing the Community Development Administration to award certain financial assistance to families with limited income; and SB 62, which would change how jurisdictions approve sustainable community plans or community legacy projects.
- Senate Finance Committee discusses two bills at 1pm: SB 65, which would allow the electronic delivery of decisions pertaining to workers compensation claims; and SB 85, which changes the job description for some management employees at the Maryland Port Commission.
- Senate Judicial Proceedings Committee is briefed on road safety statistics. 1pm in room 2 East, Senate Office Building, Annapolis.
- Education and Economic Development Subcommittee of the House Appropriations Committee is briefed on the Maryland Longitudinal Data System. 1pm in room 145.
- Health and Human Resources Subcommittee of the House Appropriations Committee is briefed on the Dorsey Run Secure Evaluation Therapeutic Treatment Unit. 1pm in room 150.
- House Economic Matters Committee discusses energy efficiency, Empower MD, and other issues. 1pm.
- House Environmental Matters Committee is briefed on the state of the Chesapeake Bay by representatives of the Chesapeake Bay Foundation. 11am.
- House Health and Government Operations Committee is briefed on managed care organization (MCO) rates and Medicaid expansion plans. 1pm.
- House Judiciary Committee is briefed on the Maryland False Health Care Claims Act. 1pm.
- House Ways and Means Committee discusses House Bill (HB) 21 increasing the property tax exemption for blind individuals and HB 49 giving petition signers confidentiality. 11am.
- Senate Budget and Taxation Committee is briefing at 1pm by the Lottery and Gaming Control Agency, followed by the Maryland Department of Transportation at 1:30pm.
- Senate Education, Health and Environmental Affairs Committee is briefed at 1pm by the Maryland State Department of Education (MSDE), the Maryland Higher Education Commission (MHEC) at 1:30pm, on the partnership between the University System of Maryland and Massive Open Online Courses at 2pm, and various bills starting at 3pm.
- Transportation Subcommittee of the Senate Finance Committee is briefed by the Maryland Transportation Authority on toll collection issues at 11am.
- Senate Finance Committee discusses a number of bills including SB 4, which would prevent the state from inquiring about most job applicants' criminal history until after the interview process and SB 79, which affects various Department of Health and Mental Hygiene advisory councils. 1pm.
- Senate Judicial Proceedings Committee is briefed on the Maryland Access to Justice Commission. 1pm in room 2 East, Senate Office Building, Annapolis.
- Public Safety and Administration Subcommittee of the House Appropriations Committee goes on a site visit to the Baltimore Central Booking and Intake Center at 11am.
- Health and Human Resources Subcommittee of the House Appropriations Committee holds a briefing on health care reform. 1pm in room 150.
- House Environmental Matters Committee receives an update on the Marcellus Shale Safe Drilling Initiative a 11am.
- House Ways and Means Committee is briefed on the Maryland Racing Commission at 11am.
- Senate Budget and Taxation Committee holds several briefings: by the Maryland State Department of Education at 1pm; on the Baltimore City Public School System at 2pm; and an update on the Department of Business and Economic Development InvestMD Program at 3pm.
- House Appropriations Committee is briefed on Baltimore City Schools at 1pm.
- Bureau of Labor Statistics releases state employment figures for December. In November 2012 Maryland's unemployment rate fell to 6.6 percent.
